Galileo Empower is developing proposals for Mynydd Ty-talwyn Energy Park, located 4km north of Bridgend and 8km east of Port Talbot.

We held early-stage consultations on the proposals in Autumn 2023 and pre-application consultation in Spring 2025 which have helped shape the latest version of the plans.

We have revised our proposals following feedback from local residents and as a result of site surveys and studies.

We have submitted our Development of National Significance (DNS) Application to PEDW.

The proposals now include:

6 wind turbines with a maximum height to blade tip of 200m, generating 43 Megawatts (MW) of energy; and
50MW of ground mounted solar photovoltaic (PV) panels.

As well as making a significant contribution to decarbonisation of our electricity system, we are committed to delivering substantial benefits to local communities via community wealth funds, local employment and business opportunities, a community share in the Energy Park and the opportunity for reduced energy bills for those living closest to the project.

Pre-Application Consultation – Spring 2025

The Pre-Application Consultation period ran from 26 April – 8 June 2025.

This was be the final consultation before we submitted our plans to Planning and Environmental Decisions Wales (PEDW).

As well as the updated information online, we hosted three in-person consultation events, displaying see how the project has developed alongside our draft planning application, meet our project team and share feedback. This feedback fed into our final proposals submitted below.

DNS Submission – August 2026

The DNS application has been submitted to PEDW, and was validated on 26 August 2026. The 5-week consultation process has been extended to 19 October 2026.

All comments on the proposals are to be made to PEDW directly, rather than to the project team, however we are happy to discuss the project further if you have any queries.

Project Proposal

Renewable energy – tackling the climate emergency and delivering home-grown energy.

The proposal for Mynydd Ty-talwyn Energy Park is set in response to the climate emergency, which the Welsh Government declared in April 2019. In addition, the Energy Park will help the UK’s transition to renewable energy resources and reduce greenhouse gas emissions.

The development of onshore renewable energy production will play a significant role in boosting energy security by reducing reliance on imported fossil fuels, which in recent years have driven a huge increase in energy bills.

In order to achieve net zero targets set by the Welsh Government, over the next decade Wales needs to quadruple its wind power capacity from both onshore and offshore sources.

With electricity demand set to double by 2050, renewable energy generation through wind and solar will ensure this demand can be met.Onshore wind is and solar PV are the cheapest sources of new-build electricity generation in the UK, and already make an important contribution to the renewables mix.

A clean energy future will safeguard our energy security, provide lower-cost electricity to ease the cost of living for households, boost the competitiveness of Welsh businesses and supply chains and support thousands of jobs nationwide.

Location

The site is located north of Bridgend in South Wales and lies mainly within Bridgend County Borough Council, with the exception of the north western part of the site which lies within Neath Port Talbot Council.

The Site extends northwards from New Road towards Llangynwyd, west of the A4063, and across an area of elevated land.

WE ARE HERE Examination
~ An Inspector has been appointed to examine the application and representations
~ Consultees and the local community will have five weeks to submit their comments on the plans to PEDW.
Consultation – from 28 August extended to 19 October 2026
~ The Inspector may hold hearings or ask for additional representations.
Decision
~ The Inspector will write a report to Welsh Ministers, recommending whether planning permission should be granted.
~ The Minister will have 12 weeks to make a final decision.

Galileo’s Community Offering

Galileo Empower is committed to developing projects that deliver direct and long-lasting benefits for the local area, fostering strong community relations and ensuring a green and sustainable future for generations to come.

If consented, significant funding will be distributed by Galileo Empower to local communities over the lifetime of the Energy Park, allowing them to share in the benefits of the project.

This funding is voluntary and separate from the planning process, with the potential to deliver considerable long-term benefits. We adopt a tailored approach and work directly with local communities to understand the priorities, needs and projects which communities would like the development to support in the local area.

Our responsible approach towards project development will ensure that Mynydd Ty-talwyn Energy Park is delivered in a way that is sensitive to our neighbours, the surrounding environment, and local communities.

We will:

Commit to offering a community wealth fund of £5,000 per MW of the installed wind energy capacity annually, index-linked for the operational lifetime of the wind farm. This would be worth up to £215,000 per year equating to a total fund of over £10 million over the 50-year operational lifetime of the project. The final sum will be greater as the fund is index-linked to inflation, and final figures will be confirmed once the design of the Energy Park is fixed.
Explore the potential delivery of a renewable electricity discount scheme (REDS) providing annual discounts on electricity bills for those people living nearest to the Energy Park.
Offer shared ownership of up to 10 % to local communities – where the profits generated by an ownership stake can be used to benefit them long term.
Offer a construction community fund to local groups and organisations from the start of construction until the Energy Park commences operating. This will aim to help offset any inconvenience caused during the construction period.
